data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>A lo largo de los a\u00f1os, entidades y vecinos de ambas orillas tuvieron numerosas iniciativas tendientes a vincular por tren y\/o carretera las dos m\u00e1rgenes del R\u00edo Uruguay. Excede el marco de esta p\u00e1gina recordar todos los esfuerzos realizados y de todos modos la lista ser\u00eda probablemente incompleta.<\/p><p>A t\u00edtulo de ejemplo, puede mencionarse la gesti\u00f3n del Diputado Nacional por la provincia de Entre R\u00edos D. Herminio QUIROZ, que en el a\u00f1o 1920 present\u00f3 un proyecto de ley para la construcci\u00f3n de un puente ferroviario para unir la provincia de Entre R\u00edos (R.A.) con Paysand\u00fa (R.O.U.). A\u00f1os despu\u00e9s, el Embajador de la Rep\u00fablica Argentina en la Rep\u00fablica Oriental del Uruguay, Doctor D. Alfredo PALACIOS, retom\u00f3 la idea de uni\u00f3n territorial de ambos pa\u00edses impulsando un proyecto para la construcci\u00f3n de un puente carretero para la vinculaci\u00f3n de la zona de Arroyo Negro (Paysand\u00fa) con las proximidades de la ciudad de Concepci\u00f3n del Uruguay (Entre R\u00edos). Esta iniciativa motiv\u00f3 la integraci\u00f3n de una Comisi\u00f3n de caracterizados vecinos de Paysand\u00fa, que comenz\u00f3 a alentar decididamente la idea de la construcci\u00f3n de un puente carretero en la zona de Casas Blancas.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-794d980 elementor-widget elementor-widget-text-editor\" data-id=\"794d980\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Estas propuestas, y otras que podr\u00edan mencionarse fueron conformando en los Gobiernos nacionales de ambos pa\u00edses el convencimiento de que, para reafirmar los fraternos lazos que siempre han existido entre sus pueblos y considerando que la vinculaci\u00f3n vial entre sus respectivas naciones constituye uno de los medios m\u00e1s eficaces para propender a una efectiva integraci\u00f3n, resultar\u00eda necesaria la construcci\u00f3n de un sistema de puentes que uniera los territorios de ambos pa\u00edses.<\/p><p>Para ello, resolvieron constituir Comisiones T\u00e9cnicas Mixtas que tuvieran a su cargo los estudios para concretar los anteproyectos de las obras correspondientes.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section elementor-size-default\">Historia del Puente General Artigas<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3bfa6c7 elementor-widget elementor-widget-text-editor\" data-id=\"3bfa6c7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Despu\u00e9s de muy activas gestiones realizadas por autoridades y fuerzas vivas de la zona, los Gobiernos de la Rep\u00fablica Oriental del Uruguay y de la Rep\u00fablica Argentina acordaron, considerando que la Comisi\u00f3n Mixta creada por notas Reversales del 12 de febrero de 1966 hab\u00eda cumplido con las tareas que le fueran encomendadas, aprobar lo actuado dentro de la esfera de su competencia y constituir una Comisi\u00f3n T\u00e9cnica Ejecutiva que se denomin\u00f3 Comisi\u00f3n T\u00e9cnica Puente Paysand\u00fa Col\u00f3n (COTEPAYCO), para concretar la construcci\u00f3n de la obra vial internacional aconsejada en la zona de Paysand\u00fa, Rep\u00fablica Oriental del Uruguay \u2013 Col\u00f3n Rep\u00fablica Argentina, facult\u00e1ndola con la capacidad jur\u00eddica necesaria para adquirir derechos y contraer obligaciones, con sede legal en la ciudad de Montevideo, Uruguay.<\/p><p>El Convenio Puente Paysand\u00fa \u2013 Col\u00f3n y un Protocolo Adicional fueron firmados en la ciudad de Buenos Aires el 8 de julio de 1968.<\/p><p>El Convenio Puente Paysand\u00fa \u2013 Col\u00f3n establece que la obra vial ser\u00e1 propiedad com\u00fan e indivisible de las Altas Partes Contratantes en toda la extensi\u00f3n de su obra de arte y atendida y explotada con igualdad de derechos y obligaciones mediante el r\u00e9gimen de peaje, manteni\u00e9ndose para los ingresos y las erogaciones la proporcionalidad que emana de los costos del art\u00edculo N\u00ba12 que establece que cada Alta Parte Contratante costear\u00e1, en el tramo de su jurisdicci\u00f3n, la obra de vinculaci\u00f3n vial.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div integrado por las firmas Empresa Argentina de Cemento Armado S.A., Ingeniero Odemar H. Dos Vanos contiguos al principal con una luz de 97,50 m. entre ejes de apoyos. Un Viaducto constituido por 44 vanos de 46 m. de luz entre pilas, 34 en territorio argentino y 10 en territorio uruguayo.<\/p><p>El puente y viaducto tienen calzada de 8 m. de ancho con dos veredas laterales de 1,80 m. cada una debajo de las cuales quedan los espacios libres para el paso de instalaciones de servicios. Hornero MARTINEZ MONTERO, procedi\u00f3 a dejar formalmente constituida la Comisi\u00f3n T\u00e9cnica Mixta del Puente entre la Argentina y Uruguay (COMPAU).<\/p><p>Los estudios preliminares realizados para establecer la zona m\u00e1s favorable para la ubicaci\u00f3n del puente, determinaron como la m\u00e1s conveniente la de Puerto Unzu\u00e9 en la Rep\u00fablica Argentina y Fray Bentos en la Rep\u00fablica Oriental del Uruguay.<\/p><p>El 30 de mayo de 1967 se firm\u00f3 en Buenos Aires y se ratific\u00f3 en la ciudad de Montevideo el 17 de octubre de 1967, el Convenio para construir el puente internacional sobre el R\u00edo Uruguay en la zona Puerto Unzu\u00e9 (R.A.) \u2013 Fray Bentos (R.O.U.), aprobando lo actuado por COMPAU, a la que se le concede, para el cumplimiento de sus fines espec\u00edficos, la capacidad jur\u00eddica necesaria para adquirir derechos y contraer obligaciones, con sede legal en la ciudad de Montevideo, Uruguay.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Los estudios de factibilidad realizados por COMPAU confirmaron, como se ha se\u00f1alado anteriormente, que el sitio m\u00e1s conveniente para la construcci\u00f3n de la comunicaci\u00f3n vial a trav\u00e9s del R\u00edo Uruguay, era la zona de Puerto Unzu\u00e9 \u2013 Fray Bentos.<\/p><p>El Convenio de construcci\u00f3n establece en su art\u00edculo 9 que las obras necesarias para la vinculaci\u00f3n vial prevista ser\u00edan costeadas por cada Alta Parte Contratante en el tramo de su jurisdicci\u00f3n y se acuerda, en el art\u00edculo 12, que el puente ser\u00e1 propiedad com\u00fan e indivisible en toda la extensi\u00f3n de su obra de arte y atendido y explotado en igualdad de derechos y obligaciones mediante el r\u00e9gimen de peaje, manteni\u00e9ndose para los ingresos y erogaciones la proporcionalidad que emana del art\u00edculo 9 citado paso<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7719b13 elementor-widget elementor-widget-text-editor\" data-id=\"7719b13\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>a) Financiaci\u00f3n de la obra:<\/strong> Las obras se financiaron en parte a trav\u00e9s de pr\u00e9stamos otorgados por el Banco Interamericano de Desarrollo (BID) concedidos a la Rep\u00fablica Argentina y a la Rep\u00fablica Oriental del Uruguay, con el compromiso de aportar cada Parte los recursos complementarios de los pr\u00e9stamos en la medida de lo necesario para dar t\u00e9rmino a las obras previstas.<\/p><p><strong>b) Adjudicaci\u00f3n de la obra y costo presupuestado:<\/strong> El 23 de agosto de 1972 se suscribi\u00f3 el correspondiente contrato de construcci\u00f3n de la obra con el Consorcio Puente Internacional COPUI, adjudicatario de los trabajos por Licitaci\u00f3n Publica Internacional, convini\u00e9ndose el reconocimiento de los costos por el sistema de unidad de medida y precios unitarios por la suma de 21.700.618,52 d\u00f3lares de oferta. Esa cantidad fue preajustada posteriormente por mayores erogaciones de diferente \u00edndole.<\/p><p><strong>c) Caracter\u00edsticas t\u00e9cnicas de la obra:<\/strong> Longitud total: 5966 m. con 4220 m. en jurisdicci\u00f3n argentina y 1.146 m. en jurisdicci\u00f3n uruguaya que comprenden: Un vano principal de 220 m. de luz entre ejes de pilas, con una altura de 36 m. en todo el ancho del canal principal de navegaci\u00f3n referida al cero de Fray Bentos. Dos tramos contiguos al principal, con una luz de 145 m. entre apoyos. Un viaducto en la margen argentina constituido por 26 tramos de 41 m. de luz y 1 tramo final de 40,50 m. Y tambi\u00e9n 1.957 m. de terrapl\u00e9n, de los cuales 1.622 m. corresponden al lado argentino y 335 m. al lado uruguayo.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-bd7d31d\" data-id=\"bd7d31d\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-a34bcae elementor-widget elementor-widget-spacer\" data-id=\"a34bcae\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-be80fd2 elementor-widget elementor-widget-text-editor\" data-id=\"be80fd2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Ancho del puente: 8,30 m. de calzada y dos veredas de 1,50 m. cada una, debajo de las cuales se ha previsto el tendido de cables y tuber\u00edas.<br \/>Su estructura es de hormig\u00f3n armado pretensado, apoyada sobre pilas fundadas en cajones y pilotes de gran di\u00e1metro.<\/p><p>A los efectos de la jurisdicci\u00f3n sobre el puente, las Altas Partes Contratantes convienen en que el mismo se considerar\u00e1 dividido en coincidencia con la jurisdicci\u00f3n de las aguas subyacentes.<\/p><p><strong>d) Inauguraci\u00f3n y nombre del puente Puerto Unzu\u00e9 \u2013 Fray Bentos:<\/strong> La obra vial internacional Puerto Unzu\u00e9 \u2013 Fray Bentos fue inaugurada oficialmente el 16 de setiembre de 1976 en una ceremonia que dio origen a la Declaraci\u00f3n Conjunta de los Gobiernos de la Rep\u00fablica Argentina y de la Rep\u00fablica Oriental del Uruguay que establece oficialmente denominar al puente Puerto Unzu\u00e9 \u2013 Fray Bentos con el nombre de puente Libertador General San Mart\u00edn.
